Our main commissioning party is the German Federal Ministry for Economic Cooperation and Development (BMZ). The registered offices of GIZ are in Bonn and Eschborn. Our 19,506 employees, almost 70 per cent of whom are national personnel, work in around 120 countries (December 2017).
GIZ has worked in Nigeria since 1974. From 2004, GIZ has maintained a country office in the capital city Abuja. Currently 280 national and 51 international employees and 4 integrated specialists are working in the country (as of 31.12.2018).
Since 2009, Nigeria has been the scene of attacks of Boko Haram against the population. In particular, the north-east of the country is affected by destruction and displacement. More than 20,000 people have been killed and about 2.2 million people are displaced from their communities. The project “Support to the internally displaced and resilience of host communities in the north and north-east of Nigeria” is financed by the BMZ and the EU. It is in the context of Germany’s commitment to “fight causes for displacement – stabilize host Communities – support refugees”. The project is in line with the EU action plan against refugee crises and with the national indicative programme of the 11th European Development Fund. The project’s purpose is to improve the living conditions of internally displaced persons (IDP), the population in host communities and of IDPs returning to their communities of origin in North-eastern Nigeria.
The project focuses geographically on Adamawa and Borno in north-eastern Nigeria where an estimated number of 5 million people is in need of support. The project will be active predominantly in informal IDP camps and host communities and communities of origin of IDPs. It promotes the linkage of rehabilitation and development. The aims of the project are to stabilize living conditions in the IDPs and the host communities to allow the resumption of social and economic life of IDPs while they return to their communities of origin as well as the rehabilitation and reconstruction of these communities.
To achieve these aims, the programme – within the framework of its governance component – applies a community-based, participatory approach for development planning, strengthens the capacities of local governments for responsive and responsible service delivery and supports civil society to play an active role in the local development.
Responsibilities & tasks:
The Cashier is responsible for
Ensuring that financial administration functions well in accordance with GIZ standard procedures
Effectively coordinating with the staff of the finance team or the Commercial Affairs Department at GIZ Head Office
Cash payments and deposits at the bank
Financial planning, monitoring and accounting for GIZ-assisted projects
Monitors income, expenditure and the monthly bank reconciliation
Manages the processing of letters of credit
Monitors real accounts (payables, receivables)
Reports regularly to the accounting manager
Handle cash transactions
Keep reports of transactions
General services for GIZ-assisted projects/programmes
Prepares monthly and annual budgets and monitors deviations
Carries out accounting tasks using WINPACCS accounting software and prepares monthly end-of-period accounts and bank reconciliation vouchers
Submits the end-of-month accounts from the project accounting, cash books and account balance vouchers (through or from WINPACCS) to the officer responsible for the contract and cooperation and forwards them to GIZ Head Office
Prepares quarterly/annually analyses of expenditure compared to total project budget (budget monitoring)
Prepares financial contributions
Assists with the transfer of funds to projects
Other duties/additional tasks
Reports all problems with financial administration and compliance without delay
Is responsible for filing in accordance with GIZ rules
Performs other duties and tasks at the request of management
BA in accounting and auditing or similar area
Professional experience: At least 3 years’ professional experience in a comparable position
Other knowledge, additional competencies
In-depth knowledge of accounting software
Good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
Confidential handling of data and information
Basic knowledge of one of the European languages widely used within the GIZ, ideally German. Knowledge of Hausa would be an added advantage
Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
